Where did the Chomsky Masses/Property from Majority quote come from?

What Chomsky book/documentary did the Masses/Property from Majority quote come from? Has he written about this? Any recommendations?

hehe funny thing, last Wednesday we were talking about him during the lecture, the guy said Chomsky's the most quoted living scientist and asked who read any books by Chomsky. I could proudly rise my hand

I like the story about him going round department stores in New York, listening out for the ways people pronounced certain phonemes. He reckoned it was a class thing. It's the most unscientific piece of research ever performed, and super hilarious, because imagine if you were buying something in Debenhams, and you look round and Chomsky's hiding ineffectually behind a rack of cardigans, studying your pronounciation.

His quote seems to be a paraphrasing (transformation?) of James Madison's "'The primary role of government is to protect the minority opulent land/property owning class from the majority", so perhaps Chomsky was speaking about the constitution / governmental principles? I'm not able to find where his is from exactly, alas.

EDIT: I'm watching this talk of Chomsky's from 1997, 'A Critique of Madisonian Democracy' http://www.youtube.com/watch?v=TWvIWxh2yRs in hopes of the quote popping up, and it's quite interesting anyhow.

It's on a CD I have called Class War - the Attack on Working People, which is from a speech he made in 1995 at the Institute of Technology in Massachusetts. He attributes the quote to James Madison but this bit was cut out from the soundbite as used on Masses.
