Considering that voice sounds 100% like all the other clips people have created where the backing vocals are singled out and it is SEAN doing backing vocals I'm going to say this isn't the ghost of Richey unfortunately on this occasion....

Of course, Richey could not have written it after 1995. But he could have done it before his disappearance.
